ပြည်နယ်အတိုင်ပင်ခံကောင်စီ၏ အခြေခံမူများ
(က) ဖက်ဒရယ် ဒီမိုကရေစီ ပြည်ထောင်စုတည်ဆောက်ရေး၊
(ခ) ကိုယ်ပိုင်ပြဌာန်းခွင့် (အုပ်ချုပ်ရေး၊ ဥပဒေပြုရေး၊တရားစီရင်ရေး) ရရှိရေး၊
(ဂ) ပြည်ထောင်စုအချုပ်အခြာအာဏာသည် အဖွဲ့ဝင် ပြည်နယ်/ဖက်ဒရယ်ယူနစ် ၏လက်ဝယ်တွင် ရှိရေး၊
(ဃ) ပြည်နယ်ဖွဲ့စည်းပုံအခြေခံဥပဒေပေါ်ပေါက်ရေး၊
(င) ပြည်နယ်၏ကြားကာလ ဥပဒေပြုရေး၊ အုပ်ချုပ်ရေး၊ တရားစီရင်ရေးတွင် အမျိုးသမီး များပါဝင်မှု အနည်းဆုံး (၃၀%) အချိုးကျ ပါဝင်ရမည်၊
(စ) ပြည်နယ်၏ကြားကာလ ဥပဒေပြုရေး၊ အုပ်ချုပ်ရေး၊ တရားစီရင်ရေးတွင် လူမျိုး၊ ယုံကြည် ကိုးကွယ်မှု၊လိင်စိတ်ကွဲပြားမှု၊ ထိခိုက်လွယ်မှု (vulnerable) ပေါ်အခြေမခံဘဲတန်းတူအခွင့်ရေး ရှိရမည်၊
ပြည်နယ်အတိုင်ပင်ခံကောင်စီ၏ စံတန်ဖိုးများ
ကရင်နီပြည်နှင့် ပြည်နယ်သူ၊ ပြည်နယ်သားများအပေါ် ကျေးဇူးသစ္စာစောင့်သိခြင်း၊
(ခ) နိုင်ငံရေးရပ်တည်မှု၊ လူမျိုးဖြစ်တည်မှု၊ ယုံကြည်ကိုးကွယ်မှု၊ လိင်စိတ်ကွဲပြားမှု၊ တန်းတူညီမျှမှုနှင့် စုံလင်ကွဲ ပြားမှုကို အသိအမှတ်ပြုလေးစားခြင်း၊
(ဂ) လူအခွင့်အရေးစံနှုန်းများကို လေးစားလိုက်နာခြင်း၊
(ဃ) လူသားချင်းစာနာမှုဆိုင်ရာ စံနှုန်းများကို လေးစားလိုက်နာခြင်း၊
(င) တန်းတူရေး၊ တရားမျှတရေးနှင့် ကိုယ်ပိုင်ပြဌာန်းခွင့် ကို တန်ဖိုးထားခြင်း။
နိုင်ငံရေး လမ်းပြမြေပုံ
ပြည်နယ် ပါဝင်ဆက်နွယ်သူများ (stakeholders) များ၏ညီညွှတ်ရေးနှင့် ပူးပေါင်းဆောင်ရွက် ခြင်း၊
(ခ) အမျိုးသားညီညွှတ်ရေးအတိုင်ပင်ခံကောင်စီ (NUCC) ၊ အမျိုးသားညီညွှတ်ရေးအစိုးရ (NUG)၊ အခြားတိုင်းရင်းသားတော်လှန်ရေးအဖွဲ့အစည်းများ၊ အခြားအင်အားစုများတို့နှင့် ချိတ်ဆက် ဆောင်ရွက်ခြင်း၊
(ဂ)ပြည်နယ်အတိုင်ပင်ခံကောင်စီအဖွဲ့ဝင်အဖွဲ့အစည်းများအကြား ပြည်နယ်၏ကြားကာလအစီအမံ အား မူကြမ်း ရေးဆွဲခြင်း နှင့် အတည်ပြုခြင်း၊
(ဃ) ကရင်နီပြည်နယ်အတိုင်ပင်ခံကောင်စီအတွင်းရှိ တော်လှန်ရေး အင်အားစုများ အားလုံး ပါဝင်သည့် ညီလာခံတွင် ပြည်နယ်ကြားကာလအစီအမံအား ထပ်လောင်း အတည်ပြုခြင်း၊
(င) ကရင်နီပြည်နယ်အတိုင်ပင်ခံကောင်စီအား ပြန်လည်ရွေးချယ်ဖွဲ့စည်းခြင်း၊
(စ) ကြားကာလပြည်နယ် အုပ်ချုပ်ရေး ကောင်စီအား ဖွဲ့စည်းခြင်း၊
(ဆ) လူထုအားပြည်နယ်ကြားကာလအစီအမံများ နှင့် လုပ်ငန်းစဉ်များအား ရှင်းလင်းချပြခြင်း၊
(ဇ) အသွင်ကူးပြောင်းရေးကာလအတွက်ပြင်ဆင်မှုဆိုင်ရာ လုပ်ငန်းစဉ်များရေးဆွဲချမှတ်ခြင်း၊
(စျ) ဖက်ဒရယ်ပြည်ထောင်စုတည်ဆောက်ရေးအတွက် ကရင်နီပြည်၏ဖွဲ့စည်းပုံအခြေခံဥပဒေအား ပြင်ဆင်ခြင်းလုပ်ငန်းစဉ်ရေးဆွဲချ မှတ်ခြင်း၊
Principles, Value, and Roadmap
Principles of KSCC
a. Build a federal democratic union;
b. Achieve self-determination in the legislative, executive, and judicial branches;
c. Retain union sovereignty in member state/ federal units;
d. Adopt a state constitution;
e. Ensure at least 30 percent women's participation in the state interim legislative, executive, and judicial branches;
f. Create equality without discrimination based on race, religion, sexuality, diversity, and vulnerability status during the interim period; and
g. Serve as Karenni state's highest political leadership during the period of federal union building and the revolutionary period.
Values of KSCC
a. Gratitude and loyalty to the Karenni State and people;
b. Acknowledgment and respect for diverse political views, races, religions, gender identities,
and other aspects of inclusivity, diversity, and equality;
c. Commitment to uphold and adherence to the values and principles
human rights;
d. Respect for and compliance with humanitarian standards;
e. Valuing equality, justice, and
self-determination.
Political Roadmap
a. Build unity and cooperation among stakeholders in Karenni State.
b. Coordinate and cooperate with the NUCC, NUG, other ethnic resistance organizations, and other relevant stakeholders.
c. Draft and ratify the Karenni State Interim Arrangements among the member organizations of the KSCC.
d. Reaffirm the Karenni State Interim Arrangements in a conference with all the revolutionary forces within the KSCC.
e. Reorganize and reform the KSCC.
f. Establish the Karenni State Interim Executive Council.
g. Conduct public consultations of the Karenni State Interim Arrangements and processes.
h. Formulate and establish preparation procedures for the transitional period.
i. Prepare for the process of developing the Karenni State Constitution for the purpose of building a federal union.
