၂၀၂၄ခုနှစ်၊ သြဂုတ်လ (၂၁)ရက်နေ့တွင် ကရင်နီပြည်၌ အကြမ်းမဖက်အာဏာဖီဆန်ရေးလှုပ်ရှားမှု -CDM တွင်ပါဝင်ကြသော နိုင်ငံ့ဝန်ထမ်းများနှင့် တွေ့ဆုံဆွေးနွေးပွဲတစ်ရပ်ကို ကရင်နီပြည်အတိုင်ပင်ခံမှ ဦးစီး၍ ကရင်နီပြည် မြေပြင်တစ်နေရာ၌ လူတွေ့နှင့် အွန်လိုင်းနှစ်ရပ်ဖြင့် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ အဆိုပါ တွေ့ဆုံဆွေးနွေးပွဲတွင် ကရင်နီပြည်အတိုင်ပင်ခံကောင်စီမှ ကောင်စီဝင်များ၊ အကြမ်းမဖက်အာဏာဖီဆန်ရေးလှုပ်ရှားမှု-CDM တွင်ပါဝင်ကြသော နိုင်ငံဝန်ထမ်းများနှင့် ကရင်နီပြည် CDM ကော်မတီဝင်များ တက်ရောက်ခဲ့ကြပြီး ကရင်နီပြည်ရှိ CDM အရေးအတွက် လိုအပ်သည့် ကော်မတီတရပ်ဖွဲ့စည်းနိုင်ရေးနှင့် ရှေ့လုပ်ငန်းစဉ်များ ပေါင်းစပ်ညှိနှိုင်းရေးအတွက် ဝိုင်းဝန်း ဆွေးနွေးခဲ့ကြပါသည်။

ကရင်နီပြည် ကျန်းမာရေးမူဝါဒ(မူကြမ်း) ရေးဆွဲရေးလုပ်ငန်းအဖွဲ့၏ (၉)ကြိမ်မြောက် အစည်းအဝေးကို ၂၀၂၄ခုနှစ်၊ သြဂုတ်လ (၂၀) ရက်နေ့တွင် ကရင်နီပြည် မြေပြင်တစ်နေရာရှိ ကရင်နီပြည်ကြားကာလအုပ်ချုပ်ရေးကောင်စီ၏ ကျန်းမာရေးဌာန၌ ကျင်းပပြုလုပ်ခဲ့ပါသည်။ အစည်းအဝေးတွင် ကရင်နီပြည်၏ ဖက်ဒရယ်ကျန်းမာရေးမူဝါဒဖြစ်မြောက်ရေးအတွက် လုပ်ငန်းစဉ်များ ဆွေးနွေးတိုင်ပင်ခဲ့ပါသည်။ ထို့ပြင် ကရင်နီပြည်တွင် ကျန်းမာရေး၀န်ဆောင်မှုပေးနေသည့် ဆေးရုံဆေးခန်းများနှင့် မူဝါဒပိုင်းဆိုင်ရာ ကိစ္စရပ်များကို ဆွေးနွေးတိုင်ပင်ခဲ့ကြပါသည်။

ကရင်နီပြည်အတိုင်ပင်ခံကောင်စီမှ ကြီးမှူး၍ ဖက်ဒရယ်ဒီမိုကရေစီပဋိညာဥ်မျှဝေခြင်းဆိုင်ရာ အလုပ်ရုံဆွေးနွေးပွဲတစ်ရပ်အား ၂၃-၈-၂၀၂၄ မှ ၂၄-၈-၂၀၂၄ အထိ ကရင်နီပြည်မြေပြင်တစ်နေရာတွင် ကျင်းပပြုလုပ်ခဲ့ပါသည်။ ထိုအလုပ်ရုံဆွေးနွေးပွဲသို့ KSCC မှကောင်စီဝင်များ၊ IEC အထွေထွေအတွင်းရေးမှူး၊ ကရင်နီပြည် ကြားကာလလွှတ်တော်မှ ကိုယ်စားလှယ်များ၊ ကရင်နီပြည် တရားစီရင်ရေးမှ တာဝန်ရှိသူများ၊ Alternative School များမှ တာဝန်ရှိ ဆရာဆရာမများ၊ အမျိုးသမီးအစုအဖွဲ့များမှ ကိုယ်စားလှယ်များ၊ လူငယ်အင်အားစုများမှ ကိုယ်စားလှယ်များ၊ EROs ကိုယ်စားလှယ်များ၊ KSP အမှတ် ၉ စခန်း မှကိုယ်စားလှယ်များ၊ IEC Health Department , IEC Education Department , IEC Planning Finest and Texation Departmen,  IEC DoHR  တို့မှ ကိုယ်စားလှယ်များ ၊  KnHRG မှကိုယ်စားလှယ်များ ၊ KNA မှကိုယ်စားလှယ်များ ၊ Law Home မှ ကိုယ်စားလှယ်များစုံစုံညီညီ တက်ရောက်ဆွေးနွေးခဲ့ကြပါသည်။ 

ပထမနေ့တွင် ဖက်ဒရယ်ဒီမိုကရေစီပဋိညာဥ် အစိတ်အပိုင်း ၁ နှင့် ၂ အား မျှဝေရှင်းလင်းခဲ့ပါသည်။ ထိုရှင်းလင်းချက်များအပေါ် မေးမြန်းချက်များနှင့် ထင်မြင်ယူဆချက်များအား ဆွေးနွေးခဲ့ကြပြီး အခမ်းအနားအားရုပ်သိမ်းခဲ့ပါသည်။

ဒုတိယနေ့တွင်  KSCC ကောင်စီဝင်တစ်ဦးဖြစ်သူ ဆရာခူးယို့ဖဲမှ ကရင်နီပြည် အတိုင်ပင်ခံကောင်စီ ( KSCC ) အကြောင်းအား မျှဝေရှင်းလင်းခြင်း၊KSCC ကောင်စီဝင်တစ်ဦးဖြစ်သူ ဆရာခိုးလ်ပက်ထရစ်မှ KSCC မှဖော်ဆောင်နေသည့် မူဝါဒများအကြောင်ရှင်းလင်းခြင်း၊ ကရင်နီပြည်နယ် ကြားကာလလွှတ်တော် (KSIP) တာဝန်ရှိသူမှ ကရင်နီပြည်နယ် ကြားကာလလွှတ်တော်အကြောင်းအား ရှင်းလင်းတင်ပြခြင်း၊ ကရင်နီပြည် ကြားကာလတရားစီရင်ရေး ( KSIJ) ပြည်နယ်တရားရုံးချုပ်၏ တရားသူကြီးတစ်ဦးဖြစ်သူ ဆရာမားရ်ကိုမှ ကရင်နီပြည်ကြားကာလတရားစီရင်ရေး၏ အကြောင်းများအား ရှင်းလင်းတင်ပြခြင်း၊ ကရင်နီပြည် ကြားကာလအုပ်ချုပ်ရေးကောင်စီ ( IEC ) ၏ အထွေထွေအတွင်းရေးမှူးဖြစ်သည့် ဆရာခူးပလုရယ်မှ ကရင်နီပြည် ကြားကာလအုပ်ချုပ်ရေးကောင်စီ ( IEC ) အကြောင်းအား ရှင်းလင်းတင်ပြခြင်းများ ပြုလုပ်ခဲ့ကြပါသည်။ ထို့နောက် ဤရှင်းလင်းချက်များအပေါ် ထပ်မံသိလိုသည်များ ၊ မေးခွန်းများအပေါ် တာဝန်ရှိသူများမှ ပြန်လည်ဖြေကြားခြင်း၊ ရှင်းလင်းခြင်းများပြုလုပ်ခဲ့ကြပြီး အခမ်းအနားအားရုပ်သိမ်းခဲ့ပါသည်။

Resistance groups established the Karenni Interim Executive Council (IEC) on June 12. It will act as a provisional government and provide administration to large swathes of Karenni State that resistance forces have seized control of since the 2021 military coup. It was created under the leadership of the Karenni State Consultative Council (KSCC). 

The Karenni State Consultative Council (KSCC) will draft an education policy that’s in line with a federal democracy. Discussions are currently taking place with the education department of the interim National Unity Government and various other organisations in Karenni State.

The Karenni State Consultative Council (KSCC) will work more closely with the various organisations resisting the Burmese dictatorship, the Karenni State coalition has decided at its first annual meeting from 17 to 20 January.

“One of our future plans is to convince the remaining ethnic armed organisations, individuals and experts to join the KSCC,” said Aung San Myint, the chair of KSCC.

“For the building period, we have a plan to form a transitional government in the transitional period after the fall of the military dictator. When we form a government, we need a constitution.” U Aung San Myint – Chair, Karenni State Transitional Constitution Drafting Committee.

A strong example of this approach and its adaptation is the Karenni State Consultative Council (KSCC), which recently established its interim executive committee, becoming the first state to form its governing body. The KSCC cooperates with local organizations to solve political problems and provide services. KSCC established an interim executive council (IEC) for the people of Karenni State, including women’s leadership and participation. The formation of the IEC is a clear example of how this equality-focused approach can work in this context.

Myanmar Witness has verified the event in question through the  geolocation of images and footage from the scene. The time of the event was verified using multiple sources. NASA’s Fire Information for Resource Management System (FIRMS) data shows fires at 1319 local time (0648 GMT), on 24 December 2021. Shadows from drone footage taken where the fire was geolocated shows the fire was burning at about 1200 local time; however, posts on social media regarding Moso (မိုဆိုရွာ) village don’t mention the fires until later in the day. This investigation concludes that it is likely the fire was set alight between 1130-1200 local time. Additionally, footage which was chronolocated to around 1500 local time on the day in question shows that the fires had been extinguished. Myanmar Witness has been able to discern that these fires do not appear to be accidental or natural, like those which occur in hot weather around dry vegetation.
